Why is video chat unpopular?

I am wondering. Why don’t we video chat. Is it human reasons or product reasons or ‘other’.

It’s grandparents/babies or hiring/firing or long-distance-romance.

But the cameras, phones, networks are all there. And surely human beings like to look at faces.

So what gives?
