Perhaps right in the nuances but wrong in the spirit. People need to be familiar with the basic mechanics and even finer points of the stuff that makes the world go round. They know about wheels and momentum and molecules and inflation — they should learn about code.
In particular, if you work in tech — and the Mayor is trying to drive NYC as a Tech Capital, so he works in tech just like recruiters and PR people work “in tech” — you really should know what you are talking about when you say stuff. Even at superficial levels like Web 2.0 or “engineers from Wall Street should be out starting Internet companies”.
